N2  - Ziel der hier vorgestellten Arbeit ist es, Handlungsempfehlungen für einen forcierten Photovoltaik-Ausbau zu nennen. Dazu wird die folgende Forschungsfrage gestellt: Welche Handlungen sind notwendig, um das PV-Ziel der Bundesregierung - 215 GW installierte PV Leistung bis zum Jahr 2030 - zu erreichen? Um die Frage zu beantworten, wird auf die aktuelle gesetzliche Grundlage eingegangen und Rahmenbedingungen identifiziert, die dem Photovoltaik-Ausbau entgegenstehen und entsprechende Handlungsempfehlungen genannt. Das Osterpaket steht hierbei im Vordergrund, da dieses die gesetzliche Grundlage für das Erneuerbare-Energien-Gesetz 2023 bilden soll. Auch wird vor dem Hintergrund des Ukraine-Krieges und der damit angespannten Lage der Energieversorgung auf das Thema Bezug genommen. Zur Bearbeitung des Themas wird speziell auf Photovoltaik-Dachanlagen, Freiflächenanlagen und Anlagen, die nicht über das Erneuerbare-Energien-Gesetz gefördert werden, eingegangen. Es zeigt sich, dass am Osterpaket noch Handlungsempfehlung besteht, weshalb am Ende spezifische Änderungs-vorschläge für Paragraphen genannt werden.
N2  - The subject of the bachelor thesis presented here is to name recommendations for ac-tion for forced photovoltaic expansion. The research question of this work is: What ac-tions are necessary to achieve the German government's photovoltaic target of 215 GW installed photovoltaic capacity by 2030? In order to answer the question, the current legal basis is dealt with and framework conditions that stand in the way of photovoltaic expan-sion are identified and corresponding recommendations for action are given. The focus here is on the “Osterpaket”, as it is intended to form the legal basis for this goal of the federal government. The topic is also referred to against the background of the Ukraine war and the resulting tense situation in the energy supply. To process the topic, special reference is made to solar roof panels, open-space systems and solar-systems that are not funded by the “EEG”. It turns out that there are still recommendations for action in the draft bill, which is why specific proposed changes to paragraphs are given at the end.
